In addition to the other suggestions, I’d try skipping your toner for a few weeks. Dr. Dray says even the alcohol-free thayer’s can be drying, unless you have very oily skin and want to remove any excess sebum after cleansing. The best way I have found to seal moisture, is her technique of applying moisturizer directly to damp skin (or you could use another hydrating product).

I think you probably need a lot more moisture than just the oils you're using. First Aid Beauty ultra repair cream, cerave in the tub, or look at Hylaluronic Acid for moisturizer . Then maybe layer the oils over your moisturizer. You may want to increase how much you're exfoliating and switch your exfoliant. an AHA to get rid of all that dead skin would probably be good.
